“Canada Considers Reviving EV Incentives Amid National Auto Strategy Review”

The government is contemplating reintroducing consumer incentives for electric vehicles (EVs) and plug-in hybrids as part of its national automotive strategy. Insiders familiar with the discussions, who requested anonymity as they were not authorized to speak publicly, revealed that a decision on the incentives resembling a previously paused rebate program has not been finalized.

Transport Minister Steven MacKinnon hinted at the possibility of reinstating EV incentives, teasing that there would be forthcoming updates on the matter. Canada’s iZEV program, which provided up to $5,000 towards the purchase of zero-emission vehicles, was discontinued over a year ago due to overwhelming demand depleting its funding.

Despite previous mentions by Environment Minister Julie Dabrusin about reviving consumer rebates, the recent budget did not allocate funds for EV rebates or explicitly extend support for the program. A high-ranking Canadian official disclosed that the upcoming auto strategy in February will outline the government’s stance on the halted EV sales mandate, EV infrastructure, and investments from countries like South Korea, Germany, and China.

During Prime Minister Mark Carney’s visit to Beijing, an agreement to reduce tariffs on Chinese EV imports into Canada in exchange for tariff adjustments on select Canadian agricultural goods was reached. The government’s plan regarding incentives and the EV mandate remains undisclosed, with Industry Minister Mélanie Joly emphasizing ongoing discussions surrounding the auto strategy.

Amid mounting pressure from various stakeholders, including provinces, industry players, and opposition parties, for reconsideration of the stringent EV sales targets set for 2030 and 2035, Carney initiated a review citing industry challenges exacerbated by external factors like U.S. tariffs. Brian Kingston, head of the Canadian Vehicle Manufacturers’ Association, challenged the feasibility of achieving full electrification of new car sales without increased government support.

In contrast to the mandatory sales targets, the government is engaging in consultations with industry representatives to enhance greenhouse gas emission regulations for passenger vehicles and light trucks. The regulations offer flexibility to automakers in meeting emission standards by improving engine efficiency, promoting EV sales, or trading credits.

Addressing concerns about inadequate charging infrastructure hindering EV adoption, sources mentioned government efforts to forge partnerships for expanding charging networks. There are discussions about involving Canada’s Major Projects Office to expedite charging station construction and potentially reintroducing funding through the Zero Emission Vehicle Infrastructure Program to support the initiative.
