According to former diplomat Sen. Peter Boehm, Carney’s speech was deemed as one of the most significant delivered by a Canadian prime minister since Louis St. Laurent outlined Canada’s post-Second World War foreign policy direction in 1947. Boehm saw Carney’s speech as a bookend to St. Laurent’s vision, signaling a need for a new approach after almost 80 years.
However, foreign policy adviser Roland Paris questioned the implications of Carney’s speech, pondering whether it signifies a policy shift for Canada or is merely a philosophical statement. Carney did not directly name U.S. President Donald Trump in his address but alluded to “American hegemony” and the use of economic integration as a tool by major powers.
Carney proposed that middle powers like Canada should collaborate with other like-minded nations to advance their interests collectively on the global stage. He emphasized the need to move away from bilateral negotiations with hegemonic powers and advocated for a united front among middle powers to avoid subordination. Carney’s speech was seen as an attempt to position Canada as a leader among middle powers by former Canadian ambassador Louise Blais.
While praising Carney’s strategic approach, concerns were raised by former Conservative cabinet minister Lisa Raitt about the potential fallout from taking a firm stance against the U.S. and how President Trump might react. Carney acknowledged the need for a new strategy in response to the changing global landscape and emphasized the importance of honesty and building a better future from the current fracture in international relations.
