“Ottawa Launches $1M Program to Boost Community Resilience”

The Ottawa city council has given the green light for a pilot program aimed at enhancing community resilience to extreme weather events. The program, with a budget of $1 million, will assist local organizations in preparing for and responding to meteorological emergencies like derechos, tornadoes, and floods.

Under this initiative, community associations, faith-based groups, and other non-government organizations can apply for grants of up to $50,000 to develop emergency plans and procure essential equipment such as mobile generators, flashlights, and power banks.

Nichole Hoover-Bienasz, the city’s director of climate change and resiliency services, emphasized the necessity of such measures in light of the escalating frequency of extreme weather incidents. The devastating derecho that hit Ottawa in 2022 served as a catalyst for promoting community-based disaster preparedness efforts.

Angela Keller-Herzog, executive director of Community Action for Environmental Sustainability (CAFES), highlighted the importance of bridging existing gaps in local emergency planning. A survey of 72 community organizations revealed a lack of comprehensive emergency plans, underscoring the need for training, coordination, public education, and reliable communication channels during emergencies.

John Crump, president of the Glebe Community Association, expressed enthusiasm for the program, noting the impact of climate change on their community and the significance of proactive measures. Don Kelly, director of safety for the Blackburn Hamlet Community Association, voiced support for the initiative while flagging concerns about logistical challenges in equipment storage and volunteer management.

The proposed pilot program signifies a crucial step towards enhancing community resilience and fostering collaborative efforts to mitigate the impacts of extreme weather events.
