“Toronto Food Bank Severs Ties with Member Agency Over Financial Discrepancies”

Toronto’s Daily Bread Food Bank has decided to sever ties with Feed Scarborough, one of its primary member agencies, due to discrepancies found in the invoices submitted by Feed Scarborough for grant funding. The charity reported concerns regarding financial management to the police. Daily Bread’s board of directors opted not to renew Feed Scarborough’s membership agreement, meaning the agency will no longer receive food deliveries or funding from Daily Bread after the current agreement expires at the end of the month.

Neil Hetherington, CEO of Daily Bread, mentioned that funding to Feed Scarborough had been temporarily halted while investigating financial irregularities. However, food supplies continued to be provided to ensure residents in south Scarborough were not adversely affected.

Feed Scarborough, as one of the major member agencies, received significant food donations from Daily Bread annually and was granted $620,000 for operational and capacity building projects from 2021 to 2023. Concerns raised by Daily Bread’s police report, along with invoices, corporate records, and emails reviewed by CBC News, highlighted several financial spending and management issues at Feed Scarborough.

Allegations included unaccounted invoices, self-approved expense claims totaling over $100,000 paid to the then-board chair and current CEO, Suman Roy, and the use of grant funds to purchase $10,000 worth of food from Roy’s personal company. While these allegations have not led to criminal charges, Daily Bread emphasized the importance of maintaining transparency and ensuring funds are directed towards their intended charitable purposes.

Roy, the founder and CEO of Feed Scarborough, denied any wrongdoing and expressed confidence that the ongoing investigation into the allegations will prove them unfounded. Despite Feed Scarborough’s assurance of providing documentation to address financial discrepancies, Daily Bread reported that access to records was denied.

Toronto police confirmed receiving a report from Daily Bread concerning Feed Scarborough in November 2025, and their Financial Crimes Unit is actively investigating the matter. Roy maintained that Feed Scarborough has cooperated fully and will continue to do so with the police investigation.

Feed Scarborough currently operates multiple food banks in Scarborough, and plans to sustain at least one independent food bank to meet community needs following Daily Bread’s decision. Clifford Gomes, chair of Feed Scarborough’s board of directors, assured that emergency food programs will persist, and the charity is actively addressing the accusations made by Daily Bread.

Daily Bread’s investigation revealed discrepancies in financial reporting, including unverified invoices and related-party transactions. Roy’s statement denied any misappropriation of Daily Bread funds and emphasized that all expenditures were aligned with charitable objectives.

As Feed Scarborough transitions out of Daily Bread’s support, other organizations like Soso World Ministries are stepping in to ensure continued food distribution for the community. Garth Soso, founder and director of Soso World Ministries, expressed readiness to accommodate Feed Scarborough’s clients and uphold the integrity of food bank operations in light of recent scrutiny.
