“Nova Scotia’s First Whale Sanctuary Breaks Ground”

A groundbreaking ceremony was held in a remote area of eastern Nova Scotia to mark progress on a proposal for North America’s inaugural coastal refuge for captive whales. The Whale Sanctuary Project, a U.S.-based organization, initiated plans over six years ago to construct a 40-hectare floating net enclosure near Wine Harbour, N.S. The project received a 20-year Crown lease approval from Premier Tim Houston’s cabinet in October last year.

While the event signifies a significant milestone, Charles Vinick, the project’s CEO, disclosed a delay in the installation of the nets, now scheduled for next spring instead of this summer. Additionally, the provincial government is finalizing lease details for the property. The lease pertains only to the section of Indian Harbour designated for the net installation, with other structures like a veterinary center and marine operations facility to be erected on private land.

Local opposition surfaced from some Wine Harbour landowners who felt misled by the government’s approval process, claiming they were initially assured that unanimous consent from neighboring property owners was required. Despite protests, Premier Houston defended the lease decision based on broad community support.

The project has made adjustments in response to criticisms, including addressing concerns about traffic and ecotourism impacts. Notably, no public facility will be constructed in Wine Harbour, with a public interpretation center established in nearby Sherbrooke in 2021.

Construction at the site is expected to be delayed until late August due to the presence of endangered barn swallows nesting at the wharf, a protected species that prohibits disturbance of their nests.

Securing permits from the federal Fisheries Department and fundraising efforts are crucial for the project’s success, as it aims to cover a $15 million construction cost and $1.5 million in annual operating expenses without government funding. The Whale Sanctuary Project intends to build whale care and marine operations facilities near Barachois Cove in Indian Harbour, preparing a seaside pen capable of accommodating up to 10 orcas or belugas.

Despite challenges in relocating captive whales from marine parks, the organization remains committed to creating a new future for these animals outside the entertainment industry. Vinick emphasized the global shift towards responsible alternatives to captive animal facilities, reflecting changing public expectations and governmental considerations.
