“Alberta’s Solar Panel Recycling Fee Sparks Industry Backlash”

Alberta’s initiative to implement the first-ever recycling fee on solar panels in Canada is facing backlash from the renewable energy sector. Industry leaders argue that the fee is excessively high and may deter investment in what was previously a thriving green energy market.

Effective October 1, a $14 eco fee will be imposed on new solar panels sold in Alberta as part of a province-wide recycling program. This fee means that recycling a solar panel will cost five times more than recycling a large television.

Heather MacKenzie, the executive director of Solar Alberta, expressed disappointment over the unexpectedly high and discriminatory nature of the fee compared to charges on other electronic devices in the province.

The fee comes amidst a challenging period for Alberta’s renewables, marked by a provincial moratorium and evolving land-use regulations. MacKenzie highlighted that while the fee alone may not cripple the sector, it adds to a series of punitive costs imposed on the industry in recent years.

The Alberta Recycling Management Authority (ARMA), responsible for overseeing the program, defends the fee as essential to prevent solar panels from ending up in landfills and to establish a local recycling system ahead of an anticipated surge in decommissioned panels. With panels having an average lifespan of 25 years, the Smart Prosperity Institute estimates that Canada could produce between 250,000 to 450,000 tonnes of solar panel waste by 2050.

Ed Gugenheimer, CEO of ARMA, emphasized the complexity involved in setting an eco fee, considering factors such as the current panel installations and future sales projections in the province. While glass constitutes 80% of a solar panel, its recycling value is minimal, with the aluminum frame holding the most recoverable value.

Currently, retired panels are often sent to the United States for processing. ARMA aims to collect fees upfront to establish Alberta’s recycling infrastructure over the next decade. Despite initial uncertainties, ARMA plans to adapt and refine the system as more information becomes available.

Some members of Alberta’s solar industry view the fee as an unnecessary administrative burden. Jeff Jackman, general manager of Simple Solar in Calgary, believes the fee, equating to around 10% of a panel’s cost, is excessive and could add approximately $200 to a typical residential installation.

The Canadian Renewable Energy Association (CanREA) warns that the upfront charge jeopardizes Alberta’s competitive position in renewable energy investments, especially as the country strives to expand its clean energy capacity.

Jeff MacAulay, CEO of Charge Solar, stresses the industry’s unanimous support for a recycling strategy but questions the mandatory funding of infrastructure well in advance. He advocates for collaboration with ARMA to shape the implementation rules before the October 1 deadline.
