Former Liberal cabinet minister Bill Blair stepped down as a Member of Parliament on Monday following an announcement from the Prime Minister’s Office that he is set to become Canada’s next high commissioner to the United Kingdom.
Expressing gratitude for his time serving in Parliament, Blair stated, “It has been an honor to represent you for the past ten years and work towards creating safer communities, safeguarding our sovereignty, and shaping a brighter future for all Canadians.”
The Prime Minister’s Office revealed that Blair’s extensive four-decade experience in serving and protecting Canadians will be valuable in his new role.
Furthermore, the PMO disclosed that Nathalie Drouin, the current deputy clerk of the Privy Council and national security adviser to the prime minister, will assume the position of Canada’s ambassador to France. Both appointments are scheduled to take effect in the upcoming spring.
Blair, a former Toronto police chief, was elected as an MP in 2015 and held various cabinet positions, notably serving as defence minister under former Prime Minister Justin Trudeau. Despite retaining the defence portfolio after Prime Minister Mark Carney’s appointment, Blair was later moved to the back benches following the election in April.
During his tenure as defence minister, Blair oversaw the implementation of an updated defence policy in 2024, with a significant focus on supporting Ukraine amidst a confrontation with Russia.
Finance Minister François-Philippe Champagne commended Blair, describing him as a figure with a commanding presence and predicting that he will effectively represent Canada in the UK during a crucial phase in the country’s history.
Blair previously served as the public safety minister, notably during the 2022 “Freedom Convoy” protests, where he testified before the Public Order Emergency Commission regarding the government’s use of the Emergencies Act during the demonstrations.
Public Safety Minister Gary Anandasangaree praised Blair for his insightful contributions as a minister and MP, emphasizing his role as high commissioner during a pivotal period in Canadian history.
Blair’s resignation marks the second departure of a Trudeau-era minister this year, following former Deputy Prime Minister Chrystia Freeland’s resignation in January.
It was previously anticipated that Blair would resign to assume a diplomatic post, leading to speculations about potential byelections in the near future. With Blair’s resignation, the Liberal government, which was just one seat away from a majority before the holidays, now faces a temporary shortage of two MPs.
Both Blair and Freeland’s Toronto constituencies are traditionally Liberal strongholds, necessitating the call for byelections in both ridings.
After an MP notifies the House of Commons Speaker of their resignation, the Speaker informs the chief electoral officer of the vacant seat. Subsequently, the government has a period ranging from 11 to 180 days to call for a byelection.
The government must observe an 11-day minimum before initiating a byelection for Blair’s former riding of Scarborough Southwest. While Freeland’s seat has been vacant for some time, the government is yet to announce a byelection for her constituency.
Byelection campaigns typically last at least 36 days, and in a similar fashion to Blair, Drouin has also testified before an inquiry focusing on the use of the Emergencies Act and appeared before an inquiry into foreign electoral interference.
Drouin previously provided testimony to the House justice committee during the SNC-Lavalin affair investigation in 2019 when she served as the civilian head of the federal Justice Department. She boasts a background in the Quebec civil service and is well-versed in governmental matters.
